Henley-Putnam university Hosts Free Public Teleconference Briefing on "Intelligence Analysis"

SAN JOSE, California - On Thursday, May 22, beginning at 10 A.M. (PST), former CIA officer and author of Intelligent Analysis: A Target-Centric Approach, will share his thoughts on Technical Collection, (a.k.a, Measurements and Signatures Intelligence, or MASINT) which represents the largest asymmetric edge that technologically advanced countries such as the U.S. and its allies have in the intelligence business, in this month's Henley-Putnam University teleconference.

The teleconference will include topics such as:

   1. Defining Technical Collection: The collection, processing, and exploitation of non-literal information. Traditional COMINT, HUMINT, and open source collection are mainly concerned with literal information, which humans use for communication.
   2. What is Literal and Non-Literal information? Non-literal information usually requires special processing beyond the translation and analysis of collected literal information, and it is important to understand the nature and limitations of that processing.
   3. Understanding Technical Collection: Often less understood by HUMINT, COMINT collectors and open source analysts who need to collaborate with the technical collectors
   4. Identifying unique sources of MASINT, including:
          * LASINT (Collection of laser signals)
          * IRINT (Collection of infrared signals)
          * OPTINT (Collection of non-imaging optical intelligence)
          * RADINT (Radar tracking and measurement of aerospace vehicles)
          * NUCINT (Collection of nuclear debris)
          * ACOUSTINT (Collection of acoustic signals)

According to Dr. Clark, "Other countries can do at least as well in HUMINT " perhaps better, given the relatively open societies in the US and Europe. But technical collection requires a sophisticated technological infrastructure and a need for the intelligence that it produces. Increasingly, major powers are making the investment in satellite-based imaging systems, but most do not yet invest in the wide range of technical collection assets that the US has.”

ABOUT THE PRESENTER

Dr. Robert Clark is a faculty member of the Intelligence Community Officers' Course, National Intelligence University, and a consultant to the Intelligence Community on collection and analysis involving space systems. He has written or contributed to several National Intelligence Estimates. He previously served in the US Air Force as an electronics warfare officer and an intelligence officer; and at CIA as an analyst and as chief of CIA's Analysis Support Group. He subsequently became President and CEO of the Scientific and Technical Analysis Corporation, a contractor for CIA, NSA and the NRO; and Group Vice President of BTG, Inc. Dr. Clark is the author of Intelligence Analysis: Estimation and Prediction, published in 1996, and of the widely used text Intelligence Analysis: A Target-centric Approach, now in its second edition. He is a member of the Virginia State Bar and the US Patent and Trademark Bar; and a Senior Member of the Institute of Electrical and Electronics Engineers.

Dr. Clark holds a Ph.D in Electrical Engineering from the University of Illinois; an S.B in political science and engineering from M.I.T.; and a J.D, specializing in international law and patent law, from George Washington University. He is a Senior Member of the Institute of Electrical and Electronics Engineers, a member of the International Association for Intelligence Education, and a Presidential Interchange Executive.
