Blackanthem Military News Falls Church, Va.- The Department of Defense (DoD) today announced that the Electronic Surveillance System for the Early Notification of Community-based Epidemics (ESSENCE) military medical surveillance application just won a 2007 Government Computer News (GCN) Agency Award for outstanding use of information technology in government. The awards program, which celebrates its 20th anniversary this year, is organized by GCN and recognizes distinguished project teams and programs for innovative use of technology. ESSENCE was selected from more than 100 nominations submitted and received the award at a gala last night.
ESSENCE is the only near-real-time global application for quickly detecting and monitoring infectious disease outbreaks, including the ever-looming threat of potentially life-threatening pandemics such as tuberculosis, influenza, malaria, and Severe Accute Respiratory Syndrome. The enhanced version, which was released in 2006, is used by both military and public health preventive medicine providers worldwide.
Chuck Campbell, acting chief information officer of the Military Health System (MHS), said, "As ESSENCE has evolved from a DoD surveillance tool, it has become a valuable asset for global public health surveillance systems, a critical tool protecting the safety of our nation's entire population by supporting national bio-surveillance programs."
ESSENCE is in every military treatment facility and constantly tracks outpatient and pharmacy data on the system's more than 9.1 million beneficiaries. ESSENCE users report alerts to local and state public health officials and to the Centers for Disease Control's Prevention BioSense System. The application is also a part of the National Pandemic Influenza Preparedness and Response Plan.
ESSENCE was developed by the MHS Executive Information Decision Support (EIDS) program office under the leadership of EIDS program manager Lt. Col. Robert Aarhus and ESSENCE chief functional proponent Col. Kenneth Cox, MD, of Force Health Protection. They were interviewed about the award-winning program for a feature in the current edition of GCN.
